  • Mobile Exhibits and Daycare: Businesses like mobile animal exhibits, doggy daycares, and pet grooming parlours remain unregulated, potentially compromising animal welfare. Licensing these establishments would ensure your pets receive proper care.
  • Outdated Legislation: Current laws, like the Animal Boarding Establishments Regulations, are no longer fit for purpose and fail to address modern challenges.
     

Learning from others

Scotland introduced a licensing system in 2021, providing valuable lessons for Northern Ireland. Implementing clear standards and training inspectors will help ensure effective enforcement. Standards set by organisations like the Association of Dogs and Cats Homes (ADCH) could provide a strong foundation for licensing shelters and rescues while reducing the burden on local councils.

The USPCA believes mandatory licensing for all animal welfare establishments is essential to ensure proper standards and protect animals from exploitation. We also call for greater transparency in awarding council contracts to third-party pounds to ensure animals receive high-quality care.
